Vice President Vance Attends AI Action Summit

The 2025 AI Action Summit, co-hosted in France by French President Emmanuel Macron and Indian Prime Minister Narendra Modi, brought together over 1,000 participants, including heads of state, NGO leaders, business executives, and members of civil society. President Macron sought to promote an optimistic and forward-thinking vision for artificial intelligence (AI), with the summit’s central themes emphasizing innovation, investment, environmental sustainability, and the importance of making AI inclusive and accessible to all.

In his first foreign address, Vice President Vance endorsed President Macron’s emphasis on AI’s opportunities while reaffirming the United States’ commitment to maintaining its leadership in AI innovation. While he welcomed international collaboration on AI advancements, Vance firmly opposed efforts to impose external regulations on American AI, stating that “some foreign governments are considering tightening the screws on U.S. tech companies with international footprints.” His stance aligns with President Trump’s January 23 Executive Order on AI, which aims to “enhance America’s dominance in AI to promote human flourishing, economic competitiveness, and national security.”

At the conclusion of the summit, 61 countries and regional blocs signed the “Statement" on Inclusive and Sustainable Artificial Intelligence for People and the Planet,” aiming to ensure AI remains, “open, inclusive, transparent, ethical, safe, secure and trustworthy.” The U.S. was one of two countries that did not sign a statement.
